Enforcement of Debatable Three-Month Unemployment Regulation in Finland to Begin in June 2025

The new law also obligates employers to inform the Finnish Immigration Service if an individual holding a work-based permit in Finland has their employment terminated prematurely. This notification has to be filed within 14 days of termination, excluding cases of casual or temporary work.
Another remarkable change will be introduced through a decree in June 2025, which centers around national labour shortage sectors. It will allow permit holders to switch to another sector that has been recognized as one of Finland’s labour shortage sectors, without needing a new residence permit. Previously, this was restricted to changes within the same sector.
Despite widespread opposition during the public consultation period, the government is intent on implementing the new law. It is estimated that around 50,000 foreigners working in Finland will be affected by this new ruling.
