The National Citizens’ Movement for Free Elections (NAMFREL) suggests implementing the use of QR coded receipts as part of the voting process in the 2025 national and local elections in the Philippines. NAMFREL Systems Committee Chairman, Fernando D. Contreras, Jr., stated that the Voter Verifiable Paper Audit Trail (VVPAT) will help uphold the integrity of automated polls. The VVPAT, a new feature of the Automated Counting Machines (ACM) by Miru, provides a printable receipt with a QR code for voters to verify their votes. To enhance election transparency, NAMFREL recommends that the Commission on Elections (Comelec) and Miru publish hash codes and fingerprints for accredited groups to verify information from the ACM. They also suggest implementing digitally signed smart cards by the electoral board and encrypting transmitted data. This strategy was in response to the recent acceptance of South Korean company, Miru Systems, as the official election provider for the 2025 Philippine elections, who will provide 110,000 machines for this event.
